The 2011 meeting   made some changes to the cluster model  that is the basis of the DUCC administrative structure.

The cluster model itself is still in place, and there is little change in the work of each cluster.  The method of determining the membership of each cluster has changed; membership in each cluster will now be by self-selection, rather than by region.
